The action takes place onboard the SS American on
its voyage from New York to England sometime in early 30's. On board are
the American heiress Hope Harcourt, her English fiancé, Lord Evelyn Oakleigh
and Hope's mother Evangeline. Stowing away is Billy Crocker, an admirer of
Hope's, who can't believe she would marry the rather silly Oakleigh, and
determines to try and stop her. Also on board is the former evangelist,
Reno Sweeney with her "Angels". Reno loves Billy, but she is
soon intrigued by the quaintness of Oakleigh. Public Enemy Number 13,
Moonface Martin with his moll, Erma are also on board. He passes to Billy
the passport and ticket of a gangster friend who didn't catch the boat.
This leads to unwelcome complications for Billy as he and Moonface have to keep
changing disguises to avoid arrest. Moonface becomes mistaken for a
minister and through the various disguises helps Billy to be near Hope.
At last Billy is revealed as Public Enemy Number 1,
a famous murderer! With a real live celebrity on board excitement reaches
a crescendo as Reno conducts one of her famous prayer meetings. Billy, no
longer able to hide his love for Hope, reveals his true identity and despite his
honesty, with Moonface, he is thrown into the ship's brig. Meanwhile, Reno
realises her affection for Oakleigh is deeper than she thought and learns that
he has gypsy blood in him! Reno wants everyone to share in her happiness
and devises a plan to get Billy and Moonface to get out of the brig. The
Captain is preparing to marry Hope and Oakleigh when the ceremony is interrupted
by some rather strange oriental characters. Eventually the ship board
disasters are averted, and the romances sorted out with three weddings instead
of one! As the whole company finally exclaims, "Anything
Goes!"
